Are you interested in studying in Estonia?
Are you looking for a scholarship to support your Master’s studies?
The programme supports young people who wish to continue their studies on an international Master’s course at one of Estonia’s universities. It applies for Master’s courses that are officially accredited and taught exclusively in a language other than Estonian.
Who can apply for the scholarship?
You are eligible to apply if:
• you reside in a country other than the Republic of Estonia;
• during the preceding three years, you have not resided in Estonia for a total of more than one year;
• you intend to study full-time and remain in Estonia during the entire period of studies from September to June.
How much is the scholarship?
The stipend is 288 euros per month, which should help to cover your living costs during the academic year. The stipend will be paid from September to June.
How do I apply?
• The receiving university will decide who to award the stipends to, so the requirements may vary slightly depending on which university you apply to.
• Contact the international studies officer of the university you want to study at. He or she will give you the details about application documents and deadlines.
What should I keep in mind when applying?
• You are expected to remain in Estonia for the whole academic year, except for short visits to conferences or to your home country. Should you leave Estonia for more than one month at a time, you will not be paid the stipend for that period.
• Throughout your studies you are entitled to request academic leave and to apply for an extension of the period of studies in the same way as other students studying in Estonia. You will not be paid the stipend during academic leave or any extension period.
• To qualify for the stipend in your second year of studies, you should have successfully completed coursework in at least 54 ECTS worth of subjects during the first year.
• The stipend does not cover the cost of tuition or travel.
• You are eligible to apply for the DoRa conference grant in addition to the stipend. The grant application should be submitted to your university.
Admission to Master’s courses in Estonian universities
Candidates should apply directly to the university they want to attend.
There is an international relations office or a person responsible for international relations issues at every Estonian university that accepts international students. You should contact the office or the person in question well before you start your studies to find out about application procedures, accommodation and other essential information in detail.
The application documents you should submit include:
- completed application in the format demanded by the university
- a notarised copy of your diploma and academic transcript showing an educational qualification that gives you access to Master’s studies in your home country
- proof of proficiency in English
- a notarised copy of the photo and personal details pages of your passport
- Photos
The universities participating in the programme may have their own subject-specific requirements such as an essay, interview or portfolio. They may also charge an application fee of up to 40 euros for considering your application documents.

Doctoral Studies and Internationalisation Programme “DoRa” activities are intended for Master’s students, doctoral students and members of teaching staff who are already working or studying at Estonian higher education institutions, or are planning to do so. The eligibility period for the grants of the programme extends from 1 January 2008 to 31 May 2015.
